Identity and Passport Service (IPS) needed to procure a new passport provider for a complex, high-profile program. The challenge was to redesign the passport to meet new international travel regulations, add enhanced security features to counter counterfeiting, and support additional biometric information. PA Consulting was brought in to support the procurement process and bring procurement expertise to the project.
PA Consulting managed the £400 million procurement from start to finish, helping IPS select and deliver a superior passport service. The project finished four months ahead of schedule and below budget, with quality and security exceeding expectations. The new service is expected to generate more than £160 million in savings over the contract term, representing around 30% savings against the anticipated contract value.
