Ensuring less congested, safer roads - a world first in traffic management

Highways England was facing rising congestion, more frequent incidents, and reduced police resources on the roads, creating pressure to improve traffic management and road safety. PA Consulting was brought in to review the roles and responsibilities of Highways England and the police and help define a better operating model for incident response and network support.

PA Consulting helped broker a partnership in which Highways England took on a larger role in traffic management while the police focused on crime and safety support. The solution was delivered from concept through to implementation, resulting in seven regional control centres, around 1,200 traffic officers, and 300 control room staff in under three years, with traffic officers becoming the first responders to breakdowns and accidents and helping save lives.
