Its challenge was to reduce response times for police, civil defence, and ambulance services, with the goal of getting first responders to incidents in four minutes from the time an emergency call is made.

PA Consulting analyzed current operations across the Ministry and designed a new emergency services model based on global leading practices and the latest control-centre technology. The solution also recommended stronger focus on road design, public education, and better integration with health services and other government departments, supported by a project plan for implementation. The result is a model set to significantly improve emergency response times and help the UAE move closer to among the shortest response times in the world.
