Developing leadership skills to make the UK’s largest infrastructure programme a success

High Speed 2 (HS2), the UK’s largest infrastructure programme, needed to prepare more than 300 senior leaders and line managers for the demands of a 1,400-strong workforce as construction was about to begin. PA Consulting’s People and Talent experts were brought in to help define expectations and strengthen leadership capability across the organization.

PA Consulting designed a blended leadership development solution for HS2 combining an online learning portal, a two-day leadership course with a “20 days later” habit-building programme, and experiential learning events on themes such as change and employee well-being. The programme was intended to help leaders embed new behaviors and drive performance across the programme, with the case study highlighting that it would give managers the exceptional skills needed for success, though no specific numerical results were provided.
