Designing the UK’s regulator for space flight

PA Consulting worked with the UK Space Agency (UKSA) to help design the UK’s new spaceflight regulator after the Spaceflight Industry Act 2018 opened the door to civil space launches from the UK. UKSA needed to create secondary legislation and a regulatory framework quickly, while balancing public safety, environmental protection, UN Treaty obligations, and the needs of multiple stakeholders across government and industry.

PA Consulting developed a regulatory strategy, target operating model, business case, implementation plan, and stakeholder engagement strategy for the new regulator. The work helped UKSA define how the regulator would operate, plan a phased rollout to reduce risk, and build consensus with partners, giving the UK the tools to move forward with its spaceflight ambitions and support future innovation and investment.
