Naviair, Denmark’s independent public organisation responsible for controlling and facilitating airspace, wanted to understand how to build a country-wide drone infrastructure that could support commercial drone growth safely and effectively. To explore this opportunity, Naviair partnered with PA Consulting to assess the market, operating models, customer segments, and technology needed for a future Unmanned Aircraft Systems Traffic Management (UTM) platform.

PA Consulting helped Naviair co-create a strategic report and business case in just six weeks, including stakeholder workshops, vision development, service and pricing analysis, partnership recommendations, and revenue modelling. The work secured management approval for further development, outlined a roadmap for an MVP, and positioned Naviair to lead Denmark’s drone infrastructure development and serve as a model for other countries.
