PA Consulting worked with Norwegian Municipal Authorities, four municipalities in mid-Norway preparing for a nationwide local authority merger. The authorities wanted to collaborate early to create more user-friendly and efficient public services for residents and staff, while also operating within tighter budgets.

PA Consulting gathered resident and staff input, analyzed data, and led workshops with management teams to define a shared future vision and service roadmap. The plan covered digital service access, a central “digital door” login, telecare, technology in schools, and automation in planning, along with re-organization recommendations to improve cost efficiency. As a result, the authorities were able to move forward together and are now better positioned to deliver modern, efficient public services.
