PA Consulting worked with the Norwegian Association of Local and Regional Authorities (KS), which needed help addressing the IT complexity created by mergers among Norway’s 400+ local and regional authorities. As public services depend heavily on local systems, timely data access, and integration with national IT platforms, KS needed guidance to support members merging digital services, systems, and infrastructure.

PA Consulting consulted authorities that had already merged and used those insights to create practical merger resources, including a best-practice process with activity plans, digitalisation blueprints for education, healthcare, and planning, plus toolkits for IT consolidation and data migration. PA Consulting also produced advice for national authorities on integrating national and local IT systems and supporting the transition, helping authorities plan smoother mergers and build more robust, integrated IT environments for public services.
