PA Consulting worked with the Swedish National Agency for Public Procurement, which was created in 2015 by merging several organisations. The agency needed to build a single culture, clarify overlapping responsibilities, and reduce high staff turnover while continuing to support public-sector procurement that is socially, environmentally, and economically sound.
PA Consulting helped the management team define a new vision, restructure the organisation, and establish clearly defined roles and better collaboration across teams. PA Consulting also introduced a new front-line unit to handle initial contact with agencies and suppliers and gather customer insight. Since the new structure went live in 2017, staff turnover has fallen, employee feedback has improved, and the agency has set new strategic and efficiency targets, including faster responses to customer inquiries.
