Blazing a trail for mental health care by prioritising patients’ needs

St Andrew’s Healthcare, the UK’s largest mental healthcare charity, wanted to move away from a slow, top-down management model and redesign care around patients’ needs. It partnered with PA Consulting to support a major transformation toward value-based care, with a focus on improving outcomes, decision-making speed, and resource alignment across its services.

PA Consulting helped design and implement 15 Integrated Practice Units (IPUs), devolving decision-making to ward groups and creating new roles, assessment processes, and rollout plans to support the change. The results include quicker referral decisions, fewer incidents, reduced spend on bank and agency staff, and greater empowerment among ward teams, with St Andrew’s now measuring and publishing patient outcomes developed with patients and carers.
