Secretaria de Desenvolvimento do Estado de Goiás (SED) inherited Banco do Povo, a microcredit program for small entrepreneurs, but the legacy loan-management system had severe security flaws, no maintenance contract and didn’t meet regulatory requirements—prompting fraud investigations and risking shutdown. With only a tiny in-house team and an urgent deadline, SED needed to replace the system quickly to restore controls and keep the program running.
SED partnered with OutSystems and GTI to rebuild a web-and-mobile microcredit platform in 90 days (vs. an estimated 18–24 months with traditional development), using a lean development team. The new solution adds application workflows, photo-backed field reports, bank integration and real-time loan tracking, restoring compliance and loan disbursements, cutting development costs by roughly half, saving over $41,000 annually in operations, and enabling SED to manage R$7.745 million in assets while planning to use OutSystems for future projects.
