Red Cross Netherlands Deploys Mobile App with OutSystems to Scale Volunteerism

The Netherlands Red Cross faced a sudden surge to more than 100,000 volunteers during COVID, which overwhelmed a manual, hour‑long volunteer-to-task matching process and threatened the charity’s ability to scale support. They needed a fast, user-friendly mobile solution to automate scheduling and reduce administrative bottlenecks.

Working with Deloitte and using OutSystems, the team built and deployed the Tools2Go mobile app in six weeks. Volunteers now receive shift alerts, self-select roles, and get reminders while the back end automates scheduling—saving over 1,000 admin hours per month, enabling rapid feature updates (including a two‑day curfew‑permission module), and allowing the Red Cross to scale operations and launch an OutSystems center of excellence for volunteer developers.
