LGSS Helps Councils Deliver Better Services at a Lower Cost With OutSystems

LGSS is a shared-services provider owned by three UK councils that helps public-sector organizations modernize citizen services while cutting costs. Facing tight budgets and legacy platforms, its 30-strong digital team needed a low-code platform that supported Agile and DevOps, enabled reusable, multi-tenant services, and let them deliver functionality quickly across multiple councils.

LGSS chose OutSystems and built a household-waste permit mobile app in two months (two developers) that uses image recognition to stop trade-waste fraud—saving Northamptonshire about £200,000 a year. A blue-badge app reduces application time to 10 minutes with a projected ROI in nine months; reusable components and multi-tenancy cut development costs to roughly one-third, eight apps went live in year one, and the platform now underpins faster onboarding, integration, and ongoing digital services.
