Fundação José Neves Brings Portugal Universal Access To Future-oriented Education

Fundação José Neves is a nonprofit founded to expand Portugal’s access to future‑oriented education. Facing a tight launch schedule and unique requirements that made off‑the‑shelf software impractical, the foundation needed two digital systems: an ISA (Income Share Agreement) application to manage student funding from onboarding to repayment, and a “Brighter Future” insights portal to help learners choose education paths.

Using the OutSystems platform (with development support from AskBlue), a four‑developer team delivered both apps in six months—building the provider portal in three months and the student onboarding/payments/KYC system in another three—while integrating Power BI, Contentful, banking, and Azure services. Launched on 22 September 2020, the systems saw strong demand (Brighter Future peaked at ~400 simultaneous users) and processed roughly 350 ISA applications in the first six weeks (~250/month), enabling rapid, scalable delivery and positive user feedback.
