Vereniging van Nederlandse Gemeenten (VNG), the Dutch municipalities association, faced a legacy core system that no longer met modern security standards or kept pace with rapidly changing legislation. Paper-based workflows, dispersed information, and limited data exchange between national registries slowed operations and made collaboration difficult for geographically separated teams.

Working with OutSystems Elite Partner Transfer Solutions, VNG rebuilt its system on the OutSystems low-code platform: four developers delivered the web-based WOZ Datacenter in six months (about 4x faster than traditional methods). The platform centralizes data exchange across national registrations, serves ~1,500 private users plus public visitors, improves security and UX, reduces paper-driven errors and costs, increases taxation accuracy, and lets in-house administrators—now trained as OutSystems developers—make fast updates, saving time and budget.
