Abt Associates Helps Enhance Community Care Program With Low-Code Development

Abt Associates’ ANFPP (Australian Nurse Family Partnership Program) supports pregnant Aboriginal and Torres Strait Islander women through nurse-led home visits across multiple partner organizations. As the program grew from 3 to 13 sites, its legacy Access/Python data processes couldn’t scale or securely share sensitive client information; ANFPP needed a centralized, web-accessible, and intuitive system that would work across urban, regional, and remote locations without disrupting care.

Using OutSystems low-code, a three-person in-house team built the ANFPP National Knowledge Access (ANKA) system in about nine months, deploying on AWS with desensitized data and compliant security. The platform enabled rapid iteration and monthly feature releases (instead of 12‑month cycles), improved UX and productivity, eliminated the need for external contractors, and delivered a scalable, secure solution that can continue to evolve.
