Texas County & District Retirement System (TCDRS), a major retirement fund serving over one million public employees in Texas, faced performance and security challenges with its aging Optimizely 11 platform built on .NET Framework. The system needed to modernize to reduce security risks, access new features, and better serve its members. To address this, TCDRS turned to vendor Oshyn for an upgrade to Optimizely 12.

Oshyn executed a comprehensive upgrade, migrating the platform to ASP.NET Core and implementing Memurai and RabbitMQ for improved caching and message queuing. This modernization delivered significant performance gains, including a 17% reduction in Total Blocking Time on the homepage and load time improvements of up to 10%.
