Keystone Health Information Exchange’s Agile COVID-19 Response

Keystone Health Information Exchange (KeyHIE), Pennsylvania’s longest-operating HIE serving about 8.3 million patients, faced an urgent COVID-19 challenge when the Governor’s office asked it to populate the Pennsylvania Statewide Immunization Information System (PA‑SIIS) for a provider that lacked the ability to transmit vaccination records. KeyHIE leveraged a platform it built with Orion Health (including Orion Health Outbreak Management, an enterprise interoperability suite and Clinical Data Repository) to deliver a fast, secure, standards-based solution.

Using Orion Health technology and services—notably the Rhapsody integration engine and Orion’s interoperability stack—KeyHIE accepted provider CSV files, converted them to HL7 VXU, validated them against NIST/PA‑SIIS requirements, and transmitted them to PA‑SIIS. The effort moved from specification to production in 52 hours, resulting in 81,196 COVID‑19 vaccination records received, converted, and uploaded within hours, secured and standards-compliant with no workarounds; Orion Health’s project management and interface expertise were credited for the rapid, repeatable success.
