Devon and Cornwall Shared Care Record publishes 27,000 TEPs nationally with Orion Health

The Devon and Cornwall Shared Care Record (DCCR) faced the challenge of ensuring that critical Treatment Escalation Plans (TEPs) for patients were accessible to urgent care professionals beyond their local system, particularly for ambulance crews operating across regional boundaries. This lack of access meant frontline teams often had to make decisions without a complete picture of a patient's care wishes. Orion Health, through its Digital Care Record, provided the platform where these TEPs were digitized and held.

Orion Health implemented a solution by connecting their Digital Care Record to the national infrastructure, publishing TEPs to the National Record Locator via a new FHIR API. This made 27,000 existing and new TEPs instantly discoverable to ambulance services across England through the National Care Records Service (NCRS). The result is that paramedics can now access vital patient care preferences in seconds, enabling faster, safer, and more compassionate urgent care decisions that respect patient wishes, even when they are far from home.
