Warwickshire County Council faced a failing web GIS that didn’t meet Highways Department needs, had performance problems and high licence and maintenance costs while supporting around 100 users. To future‑proof mapping and expand access under the Public Sector Mapping Agreement, the council built a new system based around Ordnance Survey products (OS MasterMap Topography Layer, OS VectorMap Local, OS OpenData, etc.) and open‑source tools.
The council implemented an in‑house web GIS using open‑source components (including Heron and GeoServer) with Ordnance Survey data at its core, creating basic and advanced versions and departmental “projects” for specific workflows. Using Ordnance Survey data reduced projected licence and maintenance costs by an estimated 65% over four years, enabled a forecast 100% increase in users within a year, delivered a £15–£20k up‑front saving, and achieved a six‑month first‑version rollout with an anticipated four‑year cost of ~£30–35k versus >£100k for a commercial solution.
