Norfolk County Council, which maintains a 6,000‑mile road network, needed to make its winter gritting service more efficient after budget cuts and to give clearer, more usable route information to drivers. Working with Ordnance Survey data — notably the OS Integrated Transport Network (ITN) layer and OS MasterMap Topography layer — the council sought a way to re‑think route creation and optimisation without costly desktop GIS tools.
The council’s teams developed a web‑based routing tool built on Ordnance Survey data that enforces ITN route restrictions, creates optimised gritting routes, and produces driver‑friendly map books and turn instructions. The solution eliminated the need for expensive software and specialist analysts, delivered faster route updates and clearer public information, and achieved measurable savings of over £300k in 2014/15 (including avoiding the purchase of six gritting trucks at ~£70k each).
