Newcastle City Council’s Waste Management Team faced rising service demand and legal pressure to cut landfill under the EU Waste Management Directive, while needing to reduce one of the largest areas of local authority expenditure. To tackle this, Newcastle worked with Ordnance Survey using the OS MasterMap Integrated Transport Network (ITN) Layer together with GIS and vehicle-tracking data to remodel refuse collections for roughly 117,000 properties.

Ordnance Survey’s ITN-based route optimisation balanced 205 routes, reduced the number of vehicles required, enabled expansion of garden refuse to 57,000 properties and introduced a weekly blue-bin recycling service using nine vehicles. The programme delivered projected savings of £248,000 (£100,000 on vehicle procurement plus £148,000 in fuel, crew and fixed costs), and is expected to cut about 13,000 miles driven each year.
