HM Revenue & Customs (HMRC) needed to increase take-up of tax credits among eligible families, identify areas of high deprivation and low claim rates, and present complex, multi-layered information in a clear, actionable way. To do this HMRC’s Knowledge, Analysis and Intelligence (KAI) team worked with Ordnance Survey using OS mapping data and raster products (1:10 000 and 1:50 000 Scale Rasters) plus Points of Interest to visualise target populations and suitable locations for community engagement.

Using Ordnance Survey data overlaid with HMRC customer records, Indices of Multiple Deprivation, ACORN, Electoral Roll and other third‑party datasets, the KAI team pinpointed parts of Birmingham for a targeted leaflet and letter campaign and identified community hubs for outreach. The campaign reached more than 1,400 people, resulting in 44 new Child and Working Tax Credit claims and 10 Child Benefit claims, improved overall engagement and increased awareness and take-up of benefits.
