Harrow Council - Customer Case Study

The London Borough of Harrow needed to replace a paper-based bin-recording system with a complete end-to-end information flow to give residents up-to-date collection information and cut the cost and environmental impact of waste collection. Harrow ran the “Waste Collector Project” with Ordnance Survey, using OS products (including the OS MasterMap ITN Layer) alongside route-optimisation and in-cab technologies.

The solution combined Ordnance Survey’s OS MasterMap ITN Layer as the core network dataset with route optimisation, GPS, in-cab computers, a real-time back-office system and partner software (Bartec and RouteSmart). The project is forecast to save £3.2 million over ten years, reduce landfill by 18.8%, cut fuel use by 15%, lower CO2 emissions, eliminate 40 kg of paper from the old system and free one waste vehicle for other duties, while dramatically speeding up customer enquiries.
