NOMS Co-Financing Organisation (NOMS CFO), operated by the Ministry of Justice’s NOMS, faced the challenge of reducing reoffending by increasing ex-offenders’ employability and ensuring accurate reporting to the European Social Fund (ESF). Because many participants are transient and give incomplete or inaccurate addresses, NOMS needed a way to validate postal data to secure ESF payments. Ordnance Survey’s AddressBase Premium was chosen to provide the comprehensive addressing data required.

Using Ordnance Survey’s AddressBase Premium, NOMS CFO could match partial or incorrect address details to validated postal codes, allowing accurate regional mapping and ESF-compliant reporting. As a result, complete address matches and assured data enabled continued ESF payments—securing £150 million in funding—keeping the programme on schedule to meet performance targets and improving the organisation’s ability to place offenders into employment.
