A Ordnance Survey Case Study
East Riding of Yorkshire Council, responsible for school transport for 18 secondary schools across a largely rural 2,407 km2 area, faced complex, costly home‑to‑school routing and contract management challenges. To address this, the council worked with Ordnance Survey using OS MasterMap Integrated Transport Network and OS MasterMap Topography Layer to map routes, plan safe journeys and calculate precise catchment areas.
Ordnance Survey’s data and GIS analysis enabled route rationalisation and tighter contract management, delivering initial savings of £160,000 from two schools, a further £336,000 in annual savings after analysing nine more schools, and over £1,000,000 in total savings since 2006. The work also identified four schools where services were already efficient, and the council plans to complete the remaining schools and apply the model to other service areas.
