Dumfries and Galloway Council - Customer Case Study

Dumfries and Galloway Council, working with NHS Dumfries and Galloway, needed a better way to locate and support vulnerable people during emergencies across a large rural area. Using Ordnance Survey’s OS base mapping through the One Scotland Mapping Agreement (OSMA), the council developed the award-winning Persons at Risk Database (PARD) to improve crisis response and information sharing.

Ordnance Survey helped enable PARD by providing accurate mapping data that was overlaid with managed vulnerability records, allowing emergency teams to pinpoint people at risk and target support more effectively. The results were significant: response analysis that once took hours can now be done in minutes, emergency services can act faster, and the solution has been considered for wider national rollout while also winning multiple awards.
