Blackpool Council - Customer Case Study

Blackpool Council faced a growing backlog of maintenance across its highways and footways — a £500m+ asset that had been underinvested in for years, leading to network deterioration, rising insurance claims and difficulty making a convincing business case for funding. To address this through Project30, Blackpool Council worked with Gaist Ltd, deploying the Gaist Geographical Resource Platform (Gaist GRP) and Ordnance Survey data to produce accurate, auditable condition and cost information.

Gaist Ltd’s solution combined Gaist GRP with OS MasterMap Topography and ITN layers to derive precise carriageway/footway extents, classify roads, and record georeferenced asset data (kerb heights, markings, signage), enabling robust condition assessments and cost modelling. The insight supported a four‑year treatment plan that will avoid major reconstructions, shift maintenance from reactive to proactive, repair 60 km of carriageways and 132 km of footpaths, and deliver predicted savings of over £100 million across 25 years.
