The City of Nashville Streamlines the Solicitation-to-Contract Lifecycle for Contracts Totalling US$600 Million

The City of Nashville needed to modernize and simplify its procurement processes across 51 departments to better support rapid city services. Challenges included poor integration with its JD Edwards financials, disparate contract templates that increased legal review work, a lengthy 65–75 day solicitation-to-contract cycle, and limited transparency for open-records requests.

Working with CSS International, Nashville replaced an Ariba system with Oracle E-Business Suite R12.1.3 and Oracle Advanced Procurement, tightly integrating procurement with JD Edwards. The implementation (on time and on budget) standardized contract templates and created an exceptions report for legal review, cut the solicitation-to-contract cycle to 32 days, reduced IT maintenance and costs, provided a digital repository for same-day open-records responses, and standardized roughly US$600 million in annual contracts across the city.
