Texas Chooses Cloud to Deliver Statewide ERP System

The Texas Comptroller of Public Accounts’ ProjectONE team developed CAPPS, a centralized statewide ERP based on Oracle PeopleSoft, to standardize financial, HR and payroll systems after a 2007 legislative mandate. Initially hosted on in-house infrastructure, the program faced scalability and staffing challenges as it prepared to serve more than 100 agencies and 156,000 employees, prompting a move to external managed services and a reassessment of its hosting model.

Texas selected Accenture for managed services, then migrated CAPPS to Oracle Cloud Infrastructure with Accenture continuing support; a seven-month planning effort enabled a seamless March 2019 cutover for over 12,000 users. The move is expected to deliver about 50% cost savings, improved performance and higher availability while simplifying agency additions; early results are positive and the team is expanding features (mobile expenses, chatbots), crediting close vendor partnership, thorough testing and executive-level planning for the success.
