SISPI Sistema Palermo Informatica S.p.A., the City of Palermo’s IT company, manages infrastructure and applications for 124 municipal offices serving nearly 700,000 residents (1.2 million in the metro area). Faced with a fragmented environment of a dozen servers and multiple Oracle instances that supported 4,600 terminals and more than 120,000 daily transactions, SISPI needed higher availability and query performance, simpler administration and licensing, scalable growth without budget surprises, and reduced technical and financial risk.

SISPI consolidated its databases onto an Oracle Exadata Database Machine X4-2, replacing 12 IBM blade-hosted Oracle databases with four consolidated instances and deploying Oracle Database EE with RAC, Enterprise Manager 12c and Exadata services. The move cut average database response times by 40% and query execution by 59%, sped tax register processing 65% (from 54 to 19 hours), eliminated downtime, reduced licensing and management effort, freed 50 developers for R&D, and provided simpler upgrades and better cost visibility—all achieved within three months.
