Sant Just Desvern local council in Catalonia, Spain set out to modernize its most frequent citizen services and improve interaction with residents without forcing people to download new apps or adding management overhead for council staff. The key challenges were digitizing high-demand processes, making communication easier and more familiar for citizens, and reducing administrative burden.
Using Oracle Mobile Hub’s chatbot capabilities (deployed with partner Avanitec), the council enabled residents to use familiar channels to book appointments and access services, shortening wait times and improving processing speed. The solution improved the call-center experience and lowered costs, let staff focus on complex citizen needs while the platform was maintained by experts, and prompted the council to explore expanding chatbot functions.
