The City and County of San Francisco’s Department of Technology, led by Chinna Subramaniam, needed a modern identity platform to serve 50 departments and roughly 100,000 employees, retirees and suppliers. Existing IAM tooling covered only core finance and people apps, required heavy management, offered limited MFA options, and forced users to juggle many credentials and bookmarks—so the city pursued a cloud-based redesign.

CCSF chose Oracle Identity Cloud Service to deliver a MyApps single sign‑on portal with adaptive authentication and MFA, plus native integrations to Oracle ERP, APEX and analytics. The result: 24/7 highly available identity services, faster onboarding (integration time cut from ~1 month to days), fewer support tickets, secure VPN access during COVID response, and up to 6× lower cost versus evaluated competitors.
