RNP Honduras creates citizen registry in Oracle Cloud

Registro Nacional de las Personas (RNP) is Honduras’s national civil registry responsible for issuing and authenticating identity documents for about 10 million residents. Its 23‑year‑old legacy system lacked modern integration and security capabilities, leaving sensitive citizen records vulnerable to identity theft, document counterfeiting, and administrative errors that hampered service delivery and policy planning.

RNP migrated to a cloud‑native citizen registry on Oracle Cloud Infrastructure—consolidating records in a single Oracle Database and using Autonomous Database, Exadata Cloud Service, integration/migration tools, and advanced security features. The new platform encrypts and audits data and authenticates records with biometrics, QR codes, electronic signatures, and geolocation; it has enrolled 5.5 million adults (about 75,000 daily), cut duplication and fraud, and provides real‑time data to federal agencies for better policy and service decisions.
