Qatar Ministry of Labor and Social Affairs Builds Highly Efficient Business Intelligence Platform to Support Ambitious Labor Market Policies

The Qatar Ministry of Labor and Social Affairs (MOLSA) needed a reliable, cost‑effective platform to support a nationwide five‑year labor‑market observation program tied to Qatar National Vision 2030. The ministry’s challenge was to consolidate employment data from multiple public organizations into a single source of truth, deliver efficient BI and predictive analytics to identify skill shortages and workforce needs, and guarantee sub‑two‑second access to queries and reports despite integrating many real‑time source systems.

MOLSA implemented Oracle engineered systems: Oracle Data Integrator for ETL, Exadata as the centralized data warehouse, Exalytics for in‑memory analytics, OBIEE for dashboards and predictive tools, and RAC plus Diagnostics/Tuning packs for high availability and reduced administration. Delivered with Oracle ACS and partner Mannai, the solution consolidated data from 10 source systems into a single authoritative repository, met the two‑second service level, enabled data‑driven labor policies and predictive planning, and provided a scalable, cost‑efficient environment for ongoing labor‑market analysis.
