Prefeitura de Guarulhos, the municipal government serving 1.3 million residents and supporting 25,000 employees, faced a fragmented IT landscape of 148 software systems across 32 departments. The city needed a stable, high-performing, and cost-efficient platform to unify databases, reduce long waits for reports, payroll and financial processes, and ensure reliable access for citizens (300,000 daily website hits) and thousands of internal users.

Working with partner S2 IT, Guarulhos consolidated its infrastructure onto an Oracle Exadata Database Machine, centralizing 148 databases and servers. The migration eliminated daily system crashes, cut monthly payroll processing from two days to 40 minutes, reduced a key financial process from 12 days to four hours, sped report generation from hours to seconds, improved concurrent user performance, shortened maintenance downtime, and increased overall security and scalability.
