The Police Department of Izmir City protects more than four million residents across 35 stations and faced fragmented security systems—surveillance cameras, vehicle-tracking and plate-recognition systems, GIS, and disparate call-center tools—that slowed emergency response, created duplicate incident records, and made it hard to allocate officers and vehicles efficiently.

Working with Atos and using Oracle Fusion Middleware (including SOA Suite, Enterprise Service Bus, event and process management tools), Izmir built a unified command-and-control platform and Turkish-language portal tying 560 cameras, vehicle locations and call systems together. The integrated solution enabled location-based call routing and real-time feedback, cut operator call-handling time by 30%, processed thousands of plate, location and GPS transactions daily, eliminated duplicate reports, optimized citywide dispatching, and delivered 24/7 availability.
