Routine tasks, performance reviews, and hiring were inefficient, contributing to delayed feedback and pay raises, a 20% vacancy rate, and an average time to fill open roles of about 140 days.
Oracle implemented Oracle Fusion Cloud Human Capital Management (HCM), along with Oracle HR Help Desk, Oracle Talent Management, and Oracle Recruiting, to modernize HR and enable self-service, automation, and mobile access. As a result, the city moved to a unified cloud HR platform, improved employee empowerment and transparency, and cut average time to fill positions from over 140 days to 45 days, helping reduce understaffing and better support residents.
