NPRA enhances security and slashes costs with Oracle Cloud

The Norwegian Public Roads Administration (NPRA) manages Norway’s 55,300 km road network and many critical systems that exchange sensitive data with national and European agencies. Facing an aging on-premises Exadata environment, rising maintenance costs, and strict GDPR and data-sovereignty requirements that ruled out public cloud, NPRA needed a secure, cost-effective way to modernize its database platform and improve the performance of public-facing services.

NPRA migrated 90 critical systems and 395 databases to Oracle Exadata Cloud@Customer in a private data‑center deployment remotely managed by Oracle Cloud Infrastructure, and adopted Oracle Analytics and the Universal Credits payment model. The move delivered automated security patching and stronger GDPR compliance, cut maintenance costs by 30%, enabled on‑demand scaling for peak workloads, and freed IT to focus on delivering better services and analytics for road users.
