Norfolk County Council simplifies payroll and lifts staff engagement

Norfolk County Council needed to modernize its Direct Payment Support Services Payroll after relying on a manual, paper-heavy process to manage payments for 1,300 service users and 2,500 personal assistants. The council also wanted greater control over payroll data, less fragmentation across HR and payroll systems, and a way to handle 1,300 payrolls a month with a small team. Oracle Payroll and Oracle Fusion Cloud HCM were chosen to help solve these challenges.

Oracle implemented a more automated, paperless payroll environment for Norfolk County Council, connected with Oracle APEX and Oracle Integration to create a single source of truth and streamline end-to-end processing. The results included faster monthly payroll runs, fewer data entry errors, improved transparency, and more accurate, scalable processes. Norfolk County Council also saved 14 staff days per month with RPA, and more than 75% of payroll processing became digital.
