Edo State Government, a Nigerian state of nearly 4 million people with 40,000 public employees, faced an outdated, paper-driven bureaucracy that caused errors, slow delivery of social services and administrative functions, weak tax collection and budgeting, and poor tracking of public initiatives. With a limited public budget and many employees lacking IT experience, the state needed a user-friendly, robust ERP to standardize and automate core processes and improve transparency and efficiency.
Edo implemented Oracle E-Business Suite Release 12 and related Oracle solutions (Financials, HR, Payroll, Database, Discoverer, Hyperion Planning) with partner SoftAlliance and added a biometric employee-registration system. The rollout created a single trustworthy data source, accelerated core business processes by more than 60% and reporting by 90%, streamlined HR and financial management, improved planning and forecasting, increased security, and enabled rapid onboarding of young, nontechnical staff—all delivered within budget.
