Ministry of Agriculture Delivers Transparent End-to-End e-Services to Customers within Hours to Support Saudi Arabia’s Thriving Agricultural Sector

The Saudi Arabian Ministry of Agriculture, responsible for national agricultural policy, production and services, faced a growing need to replace slow, paper-based procedures with a transparent, automated e-services platform. The ministry needed to streamline permits and registrations, publish clear process information, reduce manual errors and fraud, improve cross‑agency integration, and cut operational costs while freeing specialists for field work.

Using an integrated Oracle technology stack (including Oracle WebCenter Portal, Siebel CRM/eService, Oracle SOA Suite, Oracle Policy Automation and Oracle Database), the ministry launched multi-channel e-services—22 services to over 65,000 users—with backend integrations to other government agencies. The platform cut application processing from months to days, reduced processing costs by 75%, handled 18,500+ applications with a >95% approval rate, freed staff for inspections, improved transparency and security, and scaled for future service rollout.
