Ministerio de Seguridad Consolidates Operations Across Argentina’s Four Public Security Forces while Improving Public Safety and Program Efficiency

The Ministerio de Seguridad de la República Argentina, created in 2010 to oversee the country’s public safety policy and four federal forces (supervising 111,500 personnel and 1,600 ministry staff), faced the challenge of consolidating dispersed systems and operations, improving human-resources visibility, and gaining the analytical capability to detect crime trends and support new patrolling and tactical strategies while meeting complex regulatory requirements.

Using an integrated Oracle platform—including database, middleware, engineered systems and BI tools—and a phased, 18‑month implementation with training, the ministry established a Unified Control Center, consolidated applications and created detailed dashboards for forecasting and patrol planning. Results included a drop in armed car robberies in Buenos Aires from 600 to 200 per month, 911 wait times reduced to eight seconds or less, average police response under three minutes, better resource allocation across the four forces, and measurable, continuously improving patrolling plans.
