Ministerio de Justicia de España Encrypts 400 Million Pieces of Citizens’ Data and Controls and Tracks Access to Ensure Security

The Ministerio de Justicia de España, which administers the national justice system across 23 provinces, needed to protect citizens’ sensitive data used by courts and judicial offices, ensure compliance with privacy laws, tightly control and audit access, and enable real‑time backups for geographically dispersed databases to reduce downtime and recovery time.

Using Oracle Advanced Security, Oracle Data Masking and Subsetting Pack, and Oracle Active Data Guard, the ministry encrypted more than 400 million pieces of personal data, implemented role‑based access controls with detailed logging and timestamps, and sanitized development/test copies—cutting masking time from a week to hours. Centralizing 20+ standby databases with Active Data Guard enabled simultaneous backups (reducing backup costs 8x) and cut the recovery window from 48+ hours to 2 hours, improving availability and operational efficiency.
