Kansas Health and Human Services (HHS) needed to modernize its aging eligibility platform—KEES—after legacy infrastructure became unsupported, hard to scale and difficult to secure. When COVID-19 and new federal programs drove a sudden spike in demand for SNAP, TANF, LIHEAP, childcare and Medicaid services, the state needed a flexible, compliant system that could adapt quickly to changing requirements and high volumes.
Kansas migrated KEES to a hybrid Oracle Government Cloud/OCI/Exadata environment with Accenture’s support, using MARS‑E/FedRAMP‑aligned controls and a three‑day cutover. The move delivered immediate performance and security improvements, enabled the state to issue about $11 million in SNAP benefits to ~60,000 people overnight, reopen LIHEAP, deploy mass childcare supplements, handle surges without downtime, serve 400,000+ Kansans annually, and realize ongoing cost‑savings and greater operational agility.
