Instituto Nacional Electoral Overhauls Political-Electoral Message Monitoring on TV and Radio to Ensure Governmental Compliance by Using Business Intelligence

The Instituto Nacional Electoral (INE) is Mexico’s independent agency that organizes federal and regional elections. Faced with the need to modernize and standardize monitoring of political advertising across 143 centers, INE had to organize 300 million historical records, enable real‑time tracking of TV and radio spots to ensure legal compliance, and produce timely, reliable reports for officials, parties and the public.

Working with Oracle consultants, INE deployed Oracle Business Intelligence and related Oracle technologies over an 18‑month project to centralize and analyze broadcast data. The system now monitors more than 1,700 networks in real time, processes ~150,000 promotional pieces daily (300 million records / 145 TB since 2011), and delivers faster, more granular reporting—reducing report generation from 15 days to 1 hour and biannual reports from 2 weeks to 2 hours—while improving transparency, enforcement of advertising law, and decision‑making through dashboards and searchable repositories.
