Indian Youth Congress (IYC), the youth wing of the Indian National Congress, faced a major membership‑management challenge: millions of party members live in remote villages without reliable Internet, so volunteers had to travel long distances, capture limited data, and could only refresh records about once a year. With over 200 volunteers covering vast territories, this constrained membership growth, service levels, and member engagement.

IYC implemented Oracle Database Mobile Server to enable secure, resilient offline mobile synchronization across Android, iOS, and Windows devices. Volunteers can now collect photos, scanned documents, and full membership details offline and sync automatically when connected, with role‑based access and remote wipe for lost devices.
