ICF Habitat, a subsidiary of SNCF and the fourth-largest housing operator in France with about 100,000 housing units and roughly 1,965 employees, needed to modernize HR to better support staff across public housing, maintenance, and community relations. The organization faced slow, manual annual appraisals and complex compensation calculations and sought more intuitive reporting, faster processing, and streamlined training administration.

Working with Oracle and partner Cleversys, ICF Habitat migrated from PeopleSoft 8.8 to PeopleSoft HCM 9.1 and deployed ePerformance, eCompensation, and eProfile self-service tools, consolidating 1,850 employee records and giving 200 managers direct access to appraisals, pay history, and training. The automation halved compensation processing time (from 60 to under 30 days), reduced training administration time by 10%, improved compensation visibility, and freed HR managers to focus on career development.
