IBFD Drives Revenue by Making International Taxation Content Available to Customers via Subscriptions to Online Databases

The International Bureau of Fiscal Documentation (IBFD) is a nonprofit global authority on cross‑border taxation that provides databases, research, education, and advisory services to tax professionals and governments. Facing rapid online growth, IBFD needed to replace a legacy print‑centric system and manual web shop with a subscription model, unify scattered customer and product data across offices, adapt to changing payment and VAT rules for cross‑border sales, and deliver faster, more relevant search and access to tax content.

IBFD implemented Oracle E‑Business Suite 12.1.3 with Oracle Database 12c, integrated its web shop, Oracle Business Intelligence and Oracle Endeca search, and migrated over 5,000 subscription contracts to automate order processing and subscription management. The solution delivered a single global view of customers, automated invoicing and VAT MOSS compliance, richer customer analytics and targeted marketing, and drove online revenue to more than 90% of total income while eliminating manual order handling and improving access to timely tax information.
