Exelon’s utilities Baltimore Gas & Electric (BGE) and Commonwealth Edison (ComEd) faced a common challenge: how to deliver on the smart‑grid promise by scaling dynamic pricing programs that repeatedly succeeded in small opt‑in trials but failed to reach mass participation. Low customer awareness and enrollment left utilities unable to realize expected demand‑response benefits across their service territories.
To solve this, BGE and ComEd deployed peak‑time rebate (PTR) programs designed to reach all customers—BGE auto‑enrolling around 1 million customers while ComEd targeted those most likely to benefit—and layered in Opower’s AMI‑enabled behavioral demand‑response communications to drive awareness and engagement. The result: ComEd exceeded recruitment goals by four times, BGE scaled from 300k to 800k customers and achieved over 200 MW peak reduction with 76% participation and 79% satisfaction, demonstrating a scalable model for dynamic pricing.
